Water level can mean gage height at a station or an elevation tied to a specified datum. Those quantities must stay clearly labeled.
How to read it
Gage height is the water surface relative to a local reference at the gauge. Lake or reservoir elevation is tied to a named vertical datum. Values from different datums are not directly comparable.

Safety limitation
Rising, falling, high, low, warm, or cold readings do not by themselves determine whether an activity is safe. Official alerts and local conditions take priority.
